That is the fact you have to admit it and yes you can’t install 10 over 11 but the game should be able to run fine cuz 11 has 10 files and more
so if it does not work try to install the latest update to the game

I got a game called call of duty world at war on PC. I installed it and after the installation when I start the game it doesn’t start it says directx has encountered an unrecovereble error. Can you help me what this is and how can I fix it

I’m guessing your computer has an integrated graphic card.
If you want to play recent and graphically intense games you should add a decent dedicated graphics card to your system, rather than trying to play them on integrated Intel graphics.
Integrated Intel graphics chipsets lack the graphics processing power necessary to do justice to more recent and demanding game titles, and are not up to the task of handling the lighting effects which are an integral part of gameplay in Call of Duty World at War.

What is a good graphics card that is compatible with DirectX 9?
I was told that a graphics card, for example the GeForce GTX 550 Ti. It states that it is compatible with DirectX11, however i do not have directx 11 so i was told it wouldnt work. So what is a good graphics card (preferably from Nvidia) that is compatible with DirectX 9 and Windows XP. Also is it free to update directx 9 to 11? if it is, can someone give me a link to the download? thank you.

Any graphics card these days should support DX9. You can upgrade to DX11 but if the card can support DX11 it can support DX9. When installing the drivers to your graphics card you can make it install DX11. As it is not required to get DX11 it just is better coding. Like I said earlier any card will work with DX9
